Sounds like normal trading card style packs to me lol. That's essentially what the bronze/silver/gold packs are modeled after. Someone can certainly spend a million dollars on WoW or Magic TCG cards and never pull the rarest card of the series. It's the way the market works when you gamble on something as folly as "luck" or "hope" lol.
