When have achievement points ever meant anything?

I'll assume you mean achievement POINTS are arbitrary, since lots of achievements in game GIVE rewards and thus are not arbitrary.
It's not that we should cash in achievement points for gear or anything. It's that we want a series of achievements that track the number of achievement points we have. A meta-achievement. And each tier of the meta-achievement gives a title, a pet, a barding, whatever. Titles like "the achiever", "the overachiever", and "the sickeningly dedicated".
