To be fair, 1.0 was ending and the devs had absolutely nothing to lose. Whereas the game will have a smooth transition between 2.0 and 3.0 AND the fact that Ishgard is pretty much locked behind the main storyline, it feels appropriate for this to be a trial rather than open-world content, especially where, were this a massive open event, games would probably end up crashing left and right, 90k disconnects would occur everywhere, and only a handful of people with the best network connections and hardware setups would benefit.
If it's a trial, everyone can experience that battle at their own pace.
To be fair they could just patch in the bridge that it will take place on, and make you talk to an npc to enter the bit beyond. This would allow them to gate it behind story content + have it as "open world"
edit: people wouldn't dc any more than they would being in a zone when an S rank spawns :P
But either way im happy its a trialsounds like good fun!

We're still 3 months from the expansion. The big 2.0 ending event won't be for a bit...
I hope those cannons in the screenshot don't mean it'll be like Stone Vigil Hard's second boss.
Considering this is the last major patch and the complete trailer for heavensward (including the part 2 mainscenario which concludes the 2.0 scenario) is coming out on April 11th .. I'd imagine the ending event will hit with the final patch on the 31st.
and that's why it won't be open world. People complain enough about the lag with S rank hunts and still complain about Odin/Bahamut.
I personally hope it is open world. Have a zone-wide message like GS and have people crowd into that area before "Emergency Barriers" are put up to trap the invaders.
Be fun to sit and watch other players if you don't make it in time.
