i think ur right and besides you could use 3 diferent abilitys with debuffs like moonrise, leg sweep and heavy trammel and do the same or more dmg and debuff than just 1 doomspike II wish is just dmg.
Still it's a pretty nice move when u build tp quickly, i like the animation and it goes well with ferocity II and such buffs

2k+ WS are more useful in BRs against high ranking mobs such as Ogre and Batman. With the BR buff and additional dmg buff via TP, it's pretty substantial. For simple grinding purposes you are indeed more often better served to stick to 1k/500tp WS.
I'm guessing this would have made more sense with the Stamina bar. Having 3 Abilities for 1000TP each with higher damage and having 1 'Ultra move' for 3000TP with lower damage makes a good stamina bar strategy, though now this is null and void, the only perk being cast time. (i.e 1 skill for a little less damage then 3 skills good for aggro gain etc.)
