He's definitely not the same guy as Zulvan (The r46 guy), they use very different weapons and their headpieces are pretty different, here's Zulvan for reference:

Heh, he says they call the imperial soldiers 定刻兵 (scheduled soldiers) because they always show up in specific time intervals. It's pronounced the same as the correct term, 帝国兵 (imperial soldiers).

Says those screenshots were at Camp Horizon, so I'd just watch for the announcements in town and go looking for them. Then you can get properly localized dialogue.

That doesn't mean much, since the shots were taken yesterday. I did an imperial assault and it took 2 days for the achievement to appear on the Lodestone lol (usually Lodestone updates every hour, but sometimes it's glitchy)

He could just change his armour and his name for the weekend, or they could be relatives, or they could have nothing to do with each other than being high ranking garleans, too many unknowns!

Heres to hoping we are able to get armour pieces like those guys in the future, such badassery..

I've camped them for a long time since they've been first reported on BlueGartr forum some days ago, the imperial soldiers attacked many times, and I haven't seen them.
Since Darnus is said to have participated in the invasion of Dzemel Darkhold, I think he can only appear to players who have accomplished something in the Darkhold ("Into the dark" quest, or defeat Batraal)... or I've just very bad luck =|
