Jumbo Cactpot - 2nd week no winner

Since the Cactpot Jackpot does not include last week's unclaimed winnings, why is it not a guaranteed win for someone on the server as long as they buy a ticket?
Or conversely, why does the Jackpot not roll over when no one wins?

Let's look at it via numbers.
There are an average of 52 weeks per year.
On Diabolos we have about 2,700 people who bought a ticket past two weeks.
So as Jumbo Cactpot is set up, you have a maximum of 52 chances to win each year.
Now divide those odds by 9999.

My math is not amazing, but for something that is supposed to be fun, it seems unfair / sad that any of the 52 chances go without a prize. Real life lotteries add the previous weeks jackpot to the new week, increasing both smaller and jackpot prizes big, thus maintaining interest.
This is a game for fun though, and even if a jackpot winner was 100% guaranteed, they would still stay interested in winning more MGP since multiple items are so expensive.
Even if I didn't win, I would feel happy that someone person who did rather than feeling disappointed that my MGP and everyone else went down a hole.

Imagine all 51 weeks with no winner, then one person hits it for 52+ million MGP. What would you even do with it? You'd clean out the prize redemption and have a ton left over with really nothing else to do with it. I guess you could punch that thing a bunch of times.

As the only way to justify this all (as some do): It is supposed to be unfair. Very unfair. That what lotteries are. Unfair. On purpose. Few winners, millions of losers.

They were designed to rob the poor with this wonderful illusion to get rich. In this game it does not work this way, of course It's just there to... don't know. Make people hate the winners or so (that's why you can read their names! ô_ô). Hard to tell.

That pretty much is the reason lol. It's for someone to gloat that they won, and to serve as a means for people to 1) be jealous and 2) know that it is possible to win.
