He is saying the job does not start at level 1. The job unlocks at level 30 but you still have to level a character from 1-30 during which time you would unlock chocobo riding, airships and low level stuff like duty finder as normal I think, then when reach 30 you unlock the new jobs.
Characters and jobs are not the same thing, the job may start at a higher level but the character shouldn't. Your new characters should always start at level 1 and SE have said the prerequisite for the new jobs is 30 so they will unlock at 30 and your character between 1 and 30 will unlock everything like normally do through MSQ. You will probably find when unlocked it will unlock the amount of skills appropriate for a level 30 character on that job.
The jobs are not starting at level 1, all new characters however do and it is those characters you have to level to 30 to unlock those new jobs. If they allowed you to skip leveling on new characters from 1-30 only on these new jobs it would have a VERY serious negative repercussion on all other pre-existing classes/jobs which have no such bypass/skip option.

You do not go to get BLM since you already lvl'd your character to 30...you start at lvl1 THM, then at 30 go for BLM. The job is then lvl'd for 20 levels. I am not sure how they are going to do this. If you start DRK at 30, what base skills does it use? How do we know what to do when with the skills? The fun of going from 1-30 is learning what the job does, is capable of and how it works.
Guess we have to wait and see.

Starting a job at level 30 doesn't mean you can't "already know Lv 1-29 actions". So Lv 15-30 actions is no problem at all.
So for example I create a new character, choose Gladiator. At level 30, I unlock the Astrologian. At that moment, I learn for example 12 Astrologian spells. I equip the Astrologian job stone. My Gladiator actions disappear just like when we change jobs now, and I can drag my 12 spells from my ACTIONS window onto my hotbar. For example I may have a Lv 1 attack spell, then a Lv 2 heal spell, then a Lv 4 buff spell, etc.
I may start my Astrologian at Lv 30, but unlocking the Astrologian teaches me all those Lv 1-29 spells just like how we could go do our level 15 class quest when we're already level 20, and learn the Lv 15 skill---even though our class level is already 20. There is absolutely no problem with this.
A lot can be argued for starting at any level between 1 and 30, but seeing that these new jobs are unlocked at level 30, starting them at any level above 30 makes absolutely no sense for new players whose highest level class is at level 30.
Could be also some starting quests for new jobs that teach you the moves, a bit similar to how ninjas get them.
Like 1st quest is unlocking job, then a couple of lv## quests (starting lvl) to teach the moves and tell in-game how they work.

But of course, the three jobs that you're adding in Heavensward won't necessarily start from level 50 or 60.

Classes start at 1, Jobs start at 30. For the sake of consistency I reckon they'll start at 30.
Considering that DRK is likely going to require PLD and/or WAR at a level that, I will assume for now, will be 30+ someone leveling getting this job should already have some idea about the DRK equivalent of their tank skills are and how tanks work.There's a lot of conflicting information about this among various interviews. Some have said they're not starting at level 1 - some have said they are.
Personally, I would not mind a handful of levels getting cut out early, because the early levels are just a really boring pain to me... but at the same time I think the last thing anyone wants is to run into a level 30 fresh Dark Knight in Haukke Manor who has literally no idea still what enmity generation is and how they should be playing their class to tank or what even a tank does.
Anyone who has PLD or WAR at 30 and doesn't know this are going to be F.A.T.E leveled and then, what would be the difference between meeting them as DRK or WAR or PLD?
I am guessing the level is going to be 30 MAYBE 40 (I doubt it though). The only reason I say 40 is because that is when PLD gets Shield Oath and if PLD is a requirement for DRK they may want to require that level of PLD so the player has more knowledge/experience with skills such as Shield Oath. Either way, I would put my money on 30 with the limited info we have right now.
