Considering 2.55's Main Scenario is going to 3 hrs long. There will probably be a lot of deaths in the final part of 2.xx's story.

It all depends on how the MS plays out. And just because someone moves to the new area with the expansion does not mean they won't show up elsewhere. The NPCs could be somewhat instanced. For instance: Game registers that you are at point X in the MS. NPC locations are as followed (A,B,C). You complete MSQ Y, which leads you to Ishgard. Game now registers you at point Y. NPC locations are now as followed: (D,E,F). However, Player 2 is still at point X, so the NPC locations have not changed yet for him.
While I don't like to mention it, WoW does similar things. Take Garrosh. Before the last expansion. He could be found in many different locations in the game. (pretty sure he's dead now, and can still be found throughout the world.)
If you are at a part of the game where the NPCs are to be at a certain area, they would be. It would not be until the individual player passes a certain threshold in the story that the game would change for them, causing the NPCs to move locations.
NPCs and quest objectives are instanced. They're running a tighter ship than WoW, too, so characters, so far, are never obviously in two places at once (or standing around somewhere after dying). I was referring to inconsistencies that could inevitably pop up in an individual player's NPC instancing, the way it works in FFXIV. You'll notice, for example, Urianger always goes back to the Waking Sands after every appearance, since he is the primary quest-giver for half of the optional endgame, and thus "locked" to the Waking Sands. Cid can easily do the same for his new workshop in Ishgard if they go that route.
On the flipside, Biggs and Wedge are primary quest objectives for the CT intro questline, and thus must always be able to appear in those locations no matter what happens elsewhere. Not to mention Nero is glued to Revenant's Toll as the start of the whole thing, so, operating on the rules the devs themselves seem to be enforcing, those three characters (among others) must be allowed to act freely after any appearance made, until such time as the need for that other appearance has been fulfilled.
However, there's one character in the examples I listed who can't take free action after one particular appearance. Which means that either he can't appear elsewhere ever, or can only appear elsewhere for players who have completed the quest chain and restored his ability to act freely.
There are ways to handle it that depend entirely on how many possibilities the quest planners are willing to account for. I'm not using any of this to say that CT should or will be required for anything, just that it's not outside the realm of possibility so long as it limits the writers' free use of the characters involved.

I think SE still has major plans for Mor Dhona, Seems like they're still expanding the Revenants Toll. All that aside I'm tired of seeing those damn NPCs anyways. So I'm hoping not many make the move if any at all.
