From Pedigree 2 to 6, my Chocobos were all foul weathered ones and I was wondering if everyone was exaggerating about weather effects. Now that my Pedigree 7 Chocobo's a fair-weathered bird, I can see where you guys are coming from. My Choco gets hit REALLY hard from rain. The performance drops way way more than when my foul bird got hit by sunshine/heatwaves.

No this isn't imagination. With 1280 races under my belt, I can say with certainty that foul-weathered birds are better in terms of dealing with unfavorable weather.

Yes there is a performance loss when heatwave/sun occurs. However it isn't as drastic as a fair-weather bird's rain.
