Only if they made it as hard to get as say for example the Cloud card since the Lightning cards status and stats make it something that should not be easily gained so perhaps MGP point exchange like Cloud's or something like a hard to get achievement reward.I appreciate the logical response. It's refreshing. If they offered a secondary method to receive the card and just completely eliminated it from the reward pool, would that be a valid option? I also think the amount of official competition opportunities in this game for Triple Triad is too low.
I'd be totally down for that. Just not one that deals with the Jumbo Cactpot... oh lord no. They could make it a 70 card achievement reward if they want... not exactly the easiest of tasks to undertake (mentally speaking).
They are supposedly adding another 25+ cards soon so I would not make it gained through 70 cards, I would make it gained through 80 cards collected since it is the best card I think in the game right now power/stat position wise...if had one at 70 it should be a lower quality card than the Lightning one or perhaps making it the 100 card collected achievement reward when they add the next set of cards.

It's better than Squall (I think), its on par with Vaan/Tidus in my opinion though how powerful I think the card is subjective I admit. The stats work out the same as Squall but the position/spread of the stats I like more since once the opponent plays their double A sided card the 7 vs 6 becomes more important, the 9 is more than adequate to handle most other cards and the 7 is more than enough for handling a lot of 3 star cards while Squalls 6 not so much, the 1 is great for when a reverse rule pops up and the (1,7,9,A) I consider more beneficial in plus/same rule matches then having two A's. If go by numbers alone like total then yes power wise it's same as Squall but preference wise I think Lightning is more beneficial/powerful. If had to pick card for a 70 card achievement I would pick Firion or Cecil to fill that role. Lightning I would put at 80 currently or 100 later.
