The use of "discouraged" in this case is that they can't take action for things done outside of the game, even if the initial/final player actions were in game. Once the trail goes cold (as would happen if evidence is only found out of the game itself), then they probably can't help you if something goes awry, such as fraudulent activity. Thus, it is discouraged.

A tournament that is comprised amongst friends/acquaintances/FC members however, I really doubt they'll intervene unless it really did result in fraud for some odd reason. Honestly though, as I said, it's context and case by case. The /random casinos are generally a quick one-to-one interaction and trade. Something that is easy to spam and quickly move on to scam another person. With a TT Tournament, it's likely not something that someone can quickly scam others out of without having set up certain evidence that will be linked against them. But yeah, if you want to have a tournament, your safest bet is to stick to those you know.
Having reread your initial post, I'm not entirely sure what you're specifically talking about with a tournament, as it seems like you're not really talking about a tournament, so much as a 1v1 bet. Tournaments are generally large scale events that have multiple people involved. Your best bet may be to just open a ticket on the matter, just to see if you can get a response that way as well. Try to keep it somewhat brief with key points early on (namely to be obvious you're talking about TT and not a /random casino). If it's a somewhat small but organized once-in-a-while event, it's probably okay.
