As said, the main problem is, that MGP are very hard to come by, if you are not winning them just like that.

Let's say: 3600 MGP = Carboncoat. 10000 MGP = Carbontwine.
One guy gets 3-4 tickets with Carbontwine and 5-6 with Carboncoat. 25% get half of this and the rest gets nothing, just by RNG.

Is this a good design? That the program just decides, who gets something, who gets plenty and who gets nothing at all?

Sure, you can just accept this. Or say: well, bad game, I will play something else. Or you can ask them, if they don't think, that this could be improved a bit. Let the lottery stay, but give people with less luck a chance, to get their MGPs without grinding hours of hours TT. This pretty much ruins TT, too, because it becomes absolutely mind-numbing.
