Can you imagine the chaos and bloodshed that would happen when Lolorito throws his Brass Blades in the mix when Nanamo's intent to take away his power becomes clear? Meanwhile, all Nanamo has to fall back on are the Sultansworn and Rhaubahn, with the Immortal Flames to some extend. You can't change a system when you don't have the military power to back it up when the one you're trying to take power from does.
If conflict does come to pass, the Sultana has more than just the Sultansworn and the Flames. She's good friends with both Merlwyb and Kan-E. If a civil war would break out (I kinda hope it does), she can also call on them and hopefully they'll aid the Royalists.
