Mostly because Ul'dah is a corrupted state, and there's little she can do since she doesn't rule alone. Remember also that there's the Monetarists.

If a system doesn't work, tear it down, change and rebuild. I HATE monetarists with a passion cause they are so BLINDED. She may not rule alone but shes at the TOP of power over the others.
