My guess would be that with the world wide "ness" of the game, each region has their own standards on what is appropriate and what isn't. So I think it is easier to just "cover up" then to try and code for different ratings worldwide.

The idea that nipple exposure may be a taboo subject sounds pretty on target to me. We're also playing in a society that, unlike our own real-life one, has absolutely ZERO discrimination between genders. (All 3 city-state leaders are currently female - Sultana, Elder Seedseer and Admiral. If anything, men are inferior in this culture.) So if nipple exposure is unacceptable for the ladies, it stands to reason that this would follow for the men as well.

Also, I'm thinkin' the reason for bros is a combination of:

- in-game equality; women have 2 pieces, men should as well
- complying with regulation codes in all regions (some places topless is ok, others it's not, even for men)
- to be fair in the event (if women had to quest 10 pcs and men only 5 that would be cheap)
- Roegdayn look like they could use the... support
- male & female Lalafell have the same body so either way it would look like a 9 y/o girl with no shirt
