Make it a once only battle raise. Make acquiring them much more difficult lol. Keep it's unique status.

Give it 10min recast. Battle raise. Quick cast. Keep unique status.
There is no need for all these limitations. Summoners can raise. Scholars can raise. White mages can raise. It's not exactly an OP skill to have. Keeping unique status will ensure healers don't only use phoenix downs instead of the resurrection skills.
I think they should give this a 10 sec or even 15 sec interruptable cast timer with 'aiding' animation and a revived hp of 1 while allowing it to be used in combat, without a very long cool down. this will pretty much get rid of all class balancing issue since it's hard not to take any damage without moving in 10~15 sec in a boss fight, therefore making the res very hard to pull off - but nonetheless provides a last resort option while bringing this iconic FF item back into 'action'.
They should definitely do it imo, a good plus to the gameplay.
Wait, Phoenix downs exist in xiv?
^ they were added in 2.0, and do the same thing as company expectorants which were in 1.0. Only reason I can think of as to why is to avoid emersion issues if someone hadn't joined a GC prior to getting this as a quest reward. Fun fact you can carry one of each at the same time.

Actually no they can't.. since they can't be used at all during battle.
Useless item is useless, you can only use phoenix down on party members when you're not in combat and can only hold 1 of them in your inventory.

In a sac pull you exit combat as soon as the tank dies. If you accidentally heal the tank as a healer (or your fairy does if you're SCH), then the mobs will simply cut you down after they finish off the tank. DPS should NEVER be performing any actions except movement during a sac so they remain out out of combat entirely, and should be able to use the item, provided the healer dies outside of aggro range if the mobs.
