That would not change a thing, as the exploit revolves around fighting 15 different people, not 1 person 15 times.They could make it to where you can only battle the same player once per tournament, forcing you to, at the very least, find 15 different sellers if you're looking to buy your way to victory... which would be much harder than just having 1-2 people do it for you.
That or find a way to randomize matches by making it perhaps a queue system like Roulette.
Oh? I was under the impression it simply involved finding a handful (3/4) people with a high amount of wins (10~) that would lose to you.
At least its difficult for them. Still then, a Roulette type system would be a sound approach if they could manage to implement it without too much hassle.
Actually you only need 2-3 other people to hit 15 matches and even if not all of it then you can cost to a pretty high rank if you give the last few to NPC wins ending you off in the 1700+ range.

My suggestion was give everyone 15 tourney tokens a week.
Set up a point bracket with different tiers of prizes based off where you rank for the week.
Example: 1250 - 1500: Gold prize
750 - 1250 : Silver prize
0 - 750: Bronze prize
Set all player and NPC to the same rates. Wins count for 100, Loss counts for 25, Draw 50.
Make a roulette you que into using 1 token in the process. This sets you against another Player/NPC at random.
Rules chosen at random, but allow a player to choose a deck after seeing the rules.
Record the Win / Lose / Draw points of that match, disconnecting counts as a loss.
Once all 15 tokens are used up, return back to the GS to have the NPC check the amount of points you have gathered and if all games are played. Reward player based off where they landed. Reset tokens / points at the end of the week. (assuming weekly tourneys)
Done.
