Actually there are certain requirements that can be met right now with your friends account. By default your newly created mog station account is set to trial user. So you will need to have them put the monthly subscription payment information into mog station and then it will set their account to not be only trial status. This will then allow the character to be transferred even within the trial period. they just need to meet the other transfer requirements. One is that you have to be at a certain point in the main story quests. I can't remember the name of it, but it's not very far in and should be listed in the transfer requirements in mog station.
