These cards drops when I least expect them to be... RNG + the desire sensor from SE is strong.

Rofl. My friend thinks like this too! He believes it's a conspiracy against him when he wants something and SE's 'desire detector' detects that and says "Not today!". xD

The issue with Gaius is that they probably want you to complete Praetorium to help new players, not grind the Indolent Imperial. Try that instead.

I have been thinking about running the raid but I'll probably try once I get pooped out playing against Indolent Imp. :/
