The thing is...FFXIV is dead. Dev team isn't "fixing" it...they're somehow remaking it...they're using some of the old content because without them they would need to have servers down, which is not an option since FFXIV already was released and the ToS forces them to keep servers up.

They had 2 options: Keep a server for the old FFXIV and rework the new FFXIV offline and replacing the game all in one patch or keep the current FFXIV servers going and replace the old content in parts so they not only keep the game going but also can receive feedback from playerbase regarding every change.

I do think the way they picked is the correct one...the more they hear players feedback the more acceptance the game will have...and, for a game that already born drowning in a burst of hatred, acceptance does is a point just as important as any other regarding this game...because if they repeat the approach Tanaka team did during beta (not hearing the playerbase until it was already too late) no matter how good the game was...the rejection from playerbase would have it fated to fail.

My only point regarding all these changes is that they should keep some of the original content for those who liked the original game. Merging the old FFXIV with the new FFXIV would have a much better long-term result than just replacing everything.
