You'll probably need to buy a PS4 version, but the PC version will probably be downloadable like the vanilla version is. So assuming I am right, buy a PS4 version, and download the pc version from SE's site. Need confirmation of course.
Well the thing is the PC version comes with a disc that you have to install, or buy the download. But what we want to know is if way say buy the PS4 version will SE offer a free download for the PC version basically since we bought the game once on PS4.
I mean...if you had to buy the base game twice for each method to play it, it only makes sense that the expansion would also be version-specific and you'd have to buy one for PC and one for PS4. This doesn't seem like much of a surprise to me.
It's already been confirmed that a majority of the expansion pack's assets will be downloaded to clients regardless of their expansion purchase, by necessity, to allow non-expansion players to play alongside players using the new race/jobs/gear. Even with most of that data copied from physical media, there will still be some form of patch download. You're getting the expansion data whether you want it or not.
I still have access to my Legacy account privileges and CE content from PC, even though my PS3 copy is the "Standard" edition off of PSN. All you are really getting with the expansion pack purchase is the "right" to access content patched in at 3.0, so I can't imagine it being something you'd need to buy twice. It seems like it would be more work for them to try and enforce two (or three) different levels of activation on a single account.
I imagine you might need the Heavensward Disc to play the PS4 version, but if you added it to your account, the PC downloader should just download the content. Naturally, I am just speculating, but that's what makes sense to me. I would think a PC user would have to buy the PS4 version because you need the disc to play. I could, of course, be dead wrong about that too I suppose lol.
There is certain stuff that will have to be downloaded no matter what, like gear/items, new race data, new ability effects, so people without the expansion can see people who bought the expansion. I asked this very same question a few months ago. I hope it gets answered at Pax East. In my scenario both me and my partner play the game. We have a PS4 and PC and alternate what platform we play on. We had to buy 4 copies of the base game (2 PC and 2 PS3 - upgraded to PS4) copies of the game, but if we have to buy 4 copies of the expansion as well I think we will both quit. As others as mentioned you'll be downloading all of the expansion info whether you buy it not; so ideally you'll just apply an unlock key to your SE account that unlocks the new content regardless on platform you are currently on.
I will second DragonFlyy's post. I played XI from PC launch to PS2 launch, to XB360. Switched from PC to console depending on what I was doing. I only ever had to buy expansions on one platform to get them on all platforms.
I'm not sure why you would think you would get both when you only buy one. They are two completely separate platforms. I don't know of any game that when I bought it for PC I automatically got a PS2/3/4 version for free (or vice versa). Now yes, this is an expansion but it operates in the same sales manner since it is sold individually. Start saving your money if it's an issue for you (you should have started a while ago if it was that big of an issue). I'm not even going to get into the physical/digital copy stuff.

Hrm, I never realized that XI did that, but then I really don't see the need for one person to play the same mmorpg on multiple systems. (I played XI on PC only, even though I did own a ps2) Pick one and stick with it. If you have multiple people playing in your house like a girlfriend/wife then I dunno, I feel like they are a separate person and should be using a separate game considering they are playing on a separate system.

What I'm interested is rather something different.
Someone in our FC is playing on the PS3 and is wondering if it's possible to switch to the PC by just buying the PC version of the expansion.
So the question is this:
- Now: have only PS3 license.
- 3.0: want to play on the PC, ditch the PS3.
What must one do?
1. Just buy PC version of the expansion. No need to buy PS3 version of the expansion.
2. Must buy PC version and PS3 version of the expansion.
