I say that this gil sellers spam is annoying and i know one thing....if nobody buy gil's then there will be no gil sellers, easy as that.
I play Archeage before and there was something like recognizing who got and how many gold from gold sellers site and they simply take away that gold so those who spend money for cheating spend them for nothing (Trion even suggest to go to that sites and ask for repay ). I simply suggest something like this for FFXIV, strike at the gil-buyers cause they have same guilt as the gil-sellers.

If nobody buy gil then gil-spam will be no more or very limited cause this will be unprofitable for gil sellers.

Interesting, but what if the gil-buyer already spent the money to buy something on the market board though? SE has to get the money back from the seller and refund the item to him/her? Might be a lot of work though.

The same situation was in Archeage and Trion do this well, sellers and buyers oof this dirty gold was only angry

Nono, I mean, like this:

-A bought money from gil seller for lets say 5million gil
-A use up 5 million gil to buy something off the market board, a certain thing from B who has nothing to do with gil selling/buying business
-Now A has like 1k gil left

SE will get the money back from B? and transfer the bought item from A back to B? How can SE make sure that it isn't gil laundry between A and B? B will suffer suspension in account until prove innocent?

They already did this once. Legitimate crafters and item sellers got gil taken away as it was dirty money.

No, SE just took the money that was used to buy said item cause the money was dirty. The crafter who had nothing to do with the gil buying lost the item and the gil

No kid gloves, no warnings and slap on wrists, crit hit the buyers in the face with the ban hammer.
