It's not like every new player gets to see Revenant's Toll as it was at launch, so why can't Ul'dah be the same? Keeping the entire world completely static is going to get old real fast.

Revenant's Toll has things being added to it and as of yet we never got anything from the storyline saying that a big change happened there. It wouldn't be an issue if the same thing was done to Ul'Dah with new areas being added to it. But some of the current parts being blasted away and getting heavily redesigned? Not impossible, but also not likely imo.

The details of Revenant's Toll's expansion are explained in the 2.1 patch story as something happening as a direct result of the Scions' move from Ul'dah, not to mention there have been a number of small quests throughout the post-game story that touch on the ongoing construction efforts. We current players get to see the changes over time, but new players will never get see why construction was ever necessary.
What was said was that the Rising Stones was built for the Scions, which is easy to fit with the story since the Rising Stones is a separate area.
The arrival of Domans is also easy to fit because you can just move around the NPCs.
New players will never see how Revenant's Toll used to be like, but the growth of Revenant's Toll was never a big issue in the game.
What you're asking for Ul'dah is to have parts of it to be blown away and completely redesigned as part of the main storyline.
