So everyone jumped to conclusions based on a random tweet from a Japanese player. Roger that.
With screenshots of the ingame chat with a player called Naoki Yoshida. *shrugs* It was the only information available at the time, though I hope most people took it with at least a grain of salt due to the inofficial method of delivering said information.
I read through all the Japanese screenshots, and there was no mention of Setzer's outfit in them. So we have, on the one hand, heresay from a Japanese tweet. On the other hand, there was official artwork of a female roegadyn wearing the outfit.

Without an official statement, I'd lean toward the official artwork when deciding who can and can't wear it. But now that we have clear proof from these latest images, hopefully this ends. Or should we shift to an arguement to unlock the bunny outfit for all genders?![]()
Which is true =) But since I can't read more than a tiny bit of Japanese (and interpreting hiragana/katakana takes way long and most kanji are beyond me), I didn't even bother to try to interpret the screenshots and had to rely on what translations had been made 'available' ^^; Whether they were actual translations of things that were said or just things made up on the spot... Ihavehad no way of knowing. And I'm fairly sure that goes for most of the people populating the English part of the forums :p

I see people saying this a bunch. It looks like Setzer. The character the armor was based on. There isn't a single aspect of that picture that is clearly female either.On the other hand, there was official artwork of a female roegadyn wearing the outfit.

To double down on that being Setzer. Notice the facial scar in the image you linked?

He is roughly average height, and thin. Setzer's face is scarred, though this is not visible in his game sprites until the smartphone version. Setzer is the first character of the series to bear visible physical disfigurements, having scars on his face. The extent of his scars vary: in Amano artwork and an FMV in Final Fantasy Anthology where his skin is shown to be very pale, they are white and noticeable. In chibi artwork and Kingdom Hearts II where his skin is similar to his in-game color, they are light and blend in with his skin.

I'm more concerned by the fact that setzer's outfit is so bad designed it looks like they made it adjusting an existing skin using the sims2 skin-editor and Paint.
I hope it just looks bad because the quality of the screenshot is bad.
