Anyone speaking as if they -know- the answer should sincerely stop. We don't know concretely what causes the character creation restrictions to be enforced only possibilities that we ourselves conclude but it's definitely going to be due to a high population of something that is only marginally affecting logins. Concurrent logged in characters is a high possibility considering that when people start logging off for maintenance gives some people time to smash a character into a world that is now almost locked 24/7. It used to be (just before the Christmas holidays) that it was possible to create characters on Balmung at 4am PST. It's no longer the case now and that RPers or new players are trying to get in during maintenance times or paying the transfer fee. Clearly we have a lot more players [or bots] on the world, moreso than any other world. This is evidenced by the login queue (that we started to have consistently since the time of the Christmas Holidays). The login queue is not as bad as pre-2.2? or whatever it was when they fixed the infrastructure and removed the auto-AFK kick.

The question is: Why are other worlds not as affected because they probably have just as bad of a time with bots than Balmung does. Looking at the bot pics of other worlds they're either a lot more noticeable/not teleporting glitching themselves or we -don't- have as many. I get, at most, 3 tells in a week for RMT. Three. On balmung. I have all methods of communication open and I don't set myself as Busy. This is a vastly different experience than others report on other worlds where they go "Oh I have such issues with how full my Blacklist is. I get so many tells in 15 minutes!"
