I don't think your hotbar is wrong.
But, IMO, (and understand, O's are subjective) on your main bar you've got Overpower on the always d-pad side, flash is on the left toggle. and provoke is on a whole other hotbar. that's a lot of jostling for the skills that reap the most aggro. Overpower on the d-pad side (left thumb) scares me cuz you have to stop moving to spamm it.
These things are ok on primals/bosses cuz you're typically only fighting one mob, and your main aggro or hlr chain works fine. But, for lots of adds/speedruns the right-thumb (on the move) spammable overpower/flash marco just cant be beat (again, IMO). Also, with the addidion of L3/R3 marco assignments, freeing up hotbar space by placing T-hawk/provoke/overpower/cooldown spammable/whatever on R3 is almost a necessity. It's a free, on-the-move pallette you never have to switch hotbars for. It's the best button on the ctrlr atm.

op isnt something youre going to use on the move all that often anyway though
and i have provoke"under" tomohawk and butchers, so i can tap a trigger and be back really quickly

huh? I constantly op on a mob in the middle of a group and move so AOEs don't touch me. If I stopped for OPs I think the HLR would kill me for not dodging.

I don't have any problem dodging and using op
plus there's the whole gcd thing, so it's not like even if you don't claw you'll not miss that many due to moving
