Think it might be because the breasts are actually part of the chest piece, as in... My roegadyn who has the smallest chest option, still appears to have bigger breasts when wearing dresses and yukatas.

But at the same time you can clearly tell when someone has small/big chest when wearing for example the generic tank chest piece, so that sort of cancels my theory. Hmm...

Even with that theory, I still find it a massive copout mainly because model rigging is NOT that difficult for team of workers specifically dedicated for that cast compared to simply making hairstyles. I have seen so many times how modders have to create bones and all that other stuff from scratch and while it is a pain, usually one man can do alot of work in the same level professional groups can. You also learn things like simple base models. It's actually the EASIEST and least time consuming job they can do compared to making content like Golden Saucer and everything else since it should take them no more than maybe a MONTH(because 1.0 most likely goes to AF and MAYBE Darklight and unless 2.0 and above got like 1000 unique pants and shirts, changing the rigging for behind should not take that long either).

Because there are only a few gear pieces that actually take your breast size into account (for example the patrician's coatee). The majority of chests has a predertermined breast size and just disregard your character's breast size.

That's not true, and the reason is to avoid clipping with long tops, which isn't an issue with breasts.

lol.. you really have lots of existential problem if you need to have specific butts in a virtual game...And if it hurts your eyes you must be spending lots of time looking at those butts, you sure you play the game for the game and not instead to lust over some bottoms?
