If I'm reading right, it's more like setting Uldah as your home point, then doing leves in Broken Water. During the leves, Return will take you to Broken Water. Once you're done with leves, you could Return to Uldah.
And reducing the anima cost to 2 points (assuming you had broken water as favorite and you teleported there from uldah).
How is this a problem again?
the patch isnt even implemented and already people worried about those who "abuse" the system .
dear lord.
Personally, I'm happy with the idea. It means I can set a home point in a central camp, then go do leves elsewhere as I'm turning in locals, while still being able to freely port back to the first camp.
