Yeah, the Japanese are a little weird with their youth fixation. I understand the design and all. What I don't understand and find creepy are those Americans that find Miqotes sexy (unless they're teenagers too). They look like pre-teens! You know what's sexy? Highlander females! Hips! Bust! If people found lalafels sexy, and not just cute or adorable, then yes, that is indeed creepy. And hey, you find miqotes sexy, good on you. You creep me out a little, but that's your prerogative.
