I think part of the problem is the state of the game and the gear people have. Even with level synch high ilvl players will steamroll a dungeon. Many of them this is probably the umpteenth time they have run the dungeon and are only there for dailies.
Marking wastes time to them as they want to be over with the dungeon asap. Many will also believe that others should know the dungeon so well by now that it can be done blindfolded.Even dungeons like Stone Vigil and Quarn that have mobs where a specific enemy should die first isn't really needed anymore as the party will easily defeat the mob anyways. I don't mark anything unless its a large open room with multiple mobs. I have only been asked once to mark a targets, and it was from a first timer. I think most people will just watch what the tank attacks first (some don't even wait for that) then just work down the line from there.
People tend to leave out any opening statements, comments, or suggestions at the start of the dungeon. Pug groups in the DF are the worse when it comes to communication. Almost non-existant.
