Bottom of your feet harden up so it is entirely possible. I spend as much of my life barefoot (hate footwear XD). Theres been a study showing that it is healthier to walk on natural ground barefoot than shoed. Somehthing about grounding the bodies natural electricity.
Yea cause so realistic to run around half naked in coerthas and not freeze to death, they lose touch with what they doing with they made that comment?
It is more because those "sandals" are part of the character model and not something like gear that can get changed easily.
they could bring foot gear ingame, that look like barfoot, but then the skin tone would maybe be not correct. Or put an option into the character creator to change the foot type.
Removing them can also result into the character floating some centimeters over the ground.

I'm reminded of So Long, and Thanks for all the Fish, where Arthur's new girlfriend floats a few centimeters off the floor, and hardly anyone notices, because really? Who looks that closely at people's feet?

I wouldn't mind my character appearing to be floating if they got rid of the texture for a sole. But square shouldn't need to do this. They can always "extend the ankle" with texturing.

I work in games, and this is actually not true. The various foot gear we have vary widely in size of the foot and height (take a look at that one foot gear from pvp that resemble hoofs). The foot/shoe models are created with a variance on where the foot starts and stops, without changing our character's height;
These pictures were taken from the same camera angle, yet look at the difference in height from the base of the feet and the ground (if i had a choice as the the modeler, i'd use the ninja kyahan as a base to create a bare-foot "boot").
There isn't anything tech-wise preventing SE from creating a bare-foot look. It's as easy as creating a new boot. The only thing that stops them from doing so is... well they just don't want to.
