It's all very well to say that this was covered at the lore panel at a fan event, except that the number of fans able to attend the event is a tiny fraction of a small percent of the total playerbase, and since this is lore that affects all players, it might have been more helpful for you to answer the question instead of rudely pulling the search card on the OP.
As for the question, I would like to know the answer as well, and if the answer was given at the lore panel, perhaps someone who was at the event or has seen the video of the event would be kind enough to repost the gist of it here. Thank you so much for your help.
