    Pretty much this.

    I use a controller to play, which means I can only really use the cross hotbar comfortably (I can use other hotbars for toggle abilities and out-of-combat actions, but I need to concentrate as much as possible), which means that putting stat potions on my hotbar isn't something I can do without sacrificing skills. I mean, I have all of my cooldown buffs tied to a single macro. That makes things very easy for me with a cross hotbar, 'cause I can just spam that macro as much as I need to until I feel sufficiently buffed. I can spam a little and get only one or two useful buffs and gradually hit my macro as needed, or I can spam it a lot and get all of my cooldown buffs at once.

    With items in macros, I can use an item, say... an X-Potion of Strength, wait 3 seconds, then activate Second Wind. Or use an X-Potion of Intelligence, wait 3 seconds, then use Swiftcast Flare. Either way, it's not nearly as much of a DPS loss as it may appear.

    I mean, X-Potion of Intelligence grants as much as 64 points of INT. That's kind of a big deal. I don't have all the math in front of me, but I'm sure that it would still be a significant damage increase, at least enough to outweigh a full three seconds to use a potion.
