99% Sure that Lalafell is a DRK. That was the DRK combat idle pose shown off in the Heavensward trailers iirc.

Please go rewatch the Heavensward trailer and the DRK showoff. That is literally the exact same pose. I'm sure DRKs will be able to equip one-handers in addition to two-handers, just like how PLDs can equip a sword without a shield.

Has there been any info on whether Setzer's outfit will be genderlocked at all? I won't mind overmuch if it's limited just to male characters, but it'd be nice if it's available for females as well.

I think that is just the lalafell sized version of the Dark Knight ilvl 100 Two-handed sword. You have to remember that Lalafell will have their two-handed sword size adjusted to be smaller than the other races as a Dark Knight so most likely for a Lalafell that is the average size for their Two-handed sword as a Dark Knight.
