The answer is fairly simply. To keep you busy and subbed in.

I don't mind, just got finished getting Poetics pieces for my healer, now I can level my caster with WoD pieces, weekly lockout is lame, but its there and I don't begrudge it, it would be worse if everyone got all their pieces week 1 and barely ran it again.
The flaw in the logic of these caps though is the same amount of runs will be actually run regardless of whether takes one week or five if the loot lockout itself was the only aspect to take into account. People will run it once or only as much as takes to hit the restriction then wont run again mostly until lock reset, if was no lock then they would run it same amount of times but just in shorter period of time so the lock out is basically ten runs in ten weeks for example as opposed to ten runs in one week without loot lockout.
SE however were smart enough to include a weekly carbon quest which increase one run per week and people can still run it for poetics though the amount of poetics is not that great if do not have a new player present to boost it since is no daily roulette raids version. But the main point is with the cap your not increasing the amount of runs taking place by much, it's more beneficial to SE for the increase in subscription period than any benefits to players new or old.
Even new players who reach requirement to run it ilvl and such in second week won't benefit from the fact most people couldn't gear fully from it in first week aka using loot lock since the spot that in second week they could fill for a run will still end up being filled by those who got locked from looting in week before as opposed to spots filled mostly with new players if was no lockout. Not sure if explained it right but hope you get what I mean. The cap really only benefits SE for the most part and not the players.
With the ideology about how keeps you playing longer, I do not believe that is true as if you play one week and get everything from it without lockout you will be doing other things to fill time afterwards. If you play five weeks and get locked out each week from loot roll, you will still be doing same things as before just in between those lockouts as opposed to after the lockout only at an additional cost due to following months subscription fee.

Again, just because the content doesn't appeal to you doesn't make it non content. I could easily say that because I don't play PVP, any updates related to it is non content to me or that housing isn't content to me because I won't ever use it. It's also funny you say that crafting recipes isn't content since it played a big key factor for the world first(s) who used crafted and melded gear to help themselves clear the final coil. I also craft as an alchemist because it has items that I can't get anywhere else and I need them for my daily fights, which funnily enough, has content. If crafting isn't content, then I don't know what is.

Since the A and S rank Elite Marks cannot support the entire server trying to get full credit Allied Seals, World of Darkness lockout is fine.
People still do hunts? o_O
But... its.... Boring and very time consuming!
So much effort for 1 little upgrade on 1 item...

as long as there are Hunts, there is no purpose to the WoD outside of the weekly CarbonCoat lol. Now, I have no issue with the hunt. However, seeing ilvl 120 items be on a weekly lockout when I am able to upgrade MULTIPLE ilvl 130 items a week is honestly... truly honestly retarded and I'm disheartened that they lacked the foresight to think of this ahead of time, especially since this was an issue with 2.3.
Yes, it is to add playability to the WoD but, as long as there are Hunts, there is no purpose to the WoD outside of the weekly CarbonCoat lol.
EDIT: I upgraded 3 pieces of gear so far, in a single week and I could have easily, EASILY upgraded 5 if I put a little more effort.
Can't tell if serious or just brain dead from all those worthless, hostile community, hunts.
You ain't gonna catch me passing on a FREE i120 piece a week. (I highlighted the key word for you <3)

I have missed my weekly drop because of RNG and players leaving right after getting theirs. Every time a melee left, a caster joined and he would always roll a number higher than mine. Yesterday I was really pissed off. I raided all the night from 8pm till half past midnight and still failed at getting something for my SMN. It's so frustrating that even though they did admit that this system has its own limit, they didn't come up with anything else.
Practically, at the moment it sounds like abiding by the rule and staying with the party until the end of the duty is either wrong or stupid while leaving after getting what you wanted is smart and worth being rewarded.
Either stupid players or RNG, both of them is unbearable.
