    I believe Qarn was Belah'dian ruins, which is to say the forefather of both Sil'dih and Ul'dah. It is about the closest we have either way though.

    Well actually, the above ground structures are Belah'dian but many of the tunnels and subterranean structures predate even Belah'dia. The Belah'dians built their temple on top of an even older structure that existed there before it.
