Well actually, the above ground structures are Belah'dian but many of the tunnels and subterranean structures predate even Belah'dia. The Belah'dians built their temple on top of an even older structure that existed there before it.

We also have the Gelmorran ruins as well. There's an ajar door in North Shroud (near enemy Ixali camp) that you can peek into. It just screams "future instance"

Also Issom-Har in the south shroud.
