a static getting both wouldn't need to zerg the hunt though as there is nothing more to beat for now. Maybe savage FCoB will come later, but for now, after T13 is done, there is nothing more to upgrade your gear for (apart faster win each week, but you don't need to zerg hunts for that)

They should just put the upgrade items in CT weekly quest and out of hunts there problem solved.
The real question is why it's not like that already. For a game that seems so dead set on making casuals feel good about themselves, it's a rather odd choice to try to shove them into the most toxic environment possible.
It's already known that people will quickly organize and shove as many people at A and S marks as possible, which will inevitably result in waves of angry people all over the place. Why create the exact same situation as we experienced when Hunts were introduced? (Actually worse now thanks to higher average item level, probably higher player base, and stuff like GW plugin which helps prevent you from even having to talk to another human in order to find out where hunts are that you didn't find yourself - leading to a drastic increase in people actually at the hunt mark.) Would have been smarter to either a) not put twine on hunts b) put twine elsewhere at the same time c) put twine elsewhere FIRST or d) change how hunts work to make them less, uh, competitive.
It's especially confusing because you'd figure they'd want to drive people to "real" content (of which they introduced quite a bit) rather than loot pinatas. I mean, I'm all for free carbon. Just seems silly.
