FATEs are also a public group activity. Many FATEs can't reasonably be completed solo, but you can still achieve the gold reward for them while solo.

Whether or not open world content requires more than one person to clear was never relevant to how it disseminates rewards.

When Hunt groups weren't at critical mass, in 2.4, you could also easily achieve full credit on any S or A rank solo, despite it requiring multiple players to defeat. It's clear that the ability to battle these monsters and receive their rewards without a party was part of the intended design - which breaks when you put Carbontwine/Sand/et al into Hunting.
