I don't agree with the bold part of your statement. SS as SCH, while true it's a little less than half of the WHM version, it's not worthless. I find it to be a good addition to add on top of Adloquium while tanks gather pull mobs. And furthermore to prevent DPS from taking (unintended) damage in mass pulls since the duration lasts longer than Aldoquium... 500-1100/1200 HP mitigation is nothing to sneeze at in taking an initial strike...

As for the commendations, I give mine to the one that does the best in their job class... There have been some instances I've not given any and others where I wish I had 3-7 commends to give because the team was just that awesome, but I often find that most of the SCH's I run into are very horrible, with lazy healing/buffing. They don't do much past the first Protect/SS/Succor other than heal the tank, they just DPS and rely on the pocket fairy to heal. Those types of SCH's don't even get to glimpse at my commendation...
