It's a fantasy, you have to take a step back and just think that Allagan's blood also comes with memories, it's how they work, their blood is important, important and strong enough to be the key to even opening the Crystal Tower in the first place.
For G'raha Tia, you have to think of him of someone who has had somewhat a bipolar disorder but missing that second personality of his. He was drawn to the tower but he knew not why, he didn't know what he needed to do but he knew he had to figure it out, upon being gifted with the full blood his goal became clear and that's why he made the sacrifice at the end to stay in the tower til the time was right(maybe 2-3 expansions from now).
When it comes to sharing tech, you have to remember Cid himself even admitted to not understanding the tower completely, he pretty much admitted defeat and if he's admitting defeat then the tech shouldn't be touched yet. They have to work on bettering what they have now before they can touch what's within the tower. It's like people who only use coal power suddenly being given nuclear power but not being told how to use it, what do you think would happen in that situation, a meltdown, because while yes they have the power, they don't know how to use it and the chance of misuse is high.
Also the tower story isn't swept under the rug, Nero's scene foreshadowed that there is a power still hidden within the tower, the beeping at the end suggest that there are still signs of power but that they were only identifiable from where he threw it. While Nero thought the tower no longer had what he needed he was wrong, there is still a power source that he could use and the fact it's left at that means there is definitely more to come.

Just to add my little bit to the story, did anyone else find Nero to be a sympathetic character. He's a man of pride, he wants to surpass and show he's better than Cid but he also wants to show he's better and has more power than the one he use to follow under. His pride is actually rather admirable that he didn't even beg the Warrior of light or Tia to save him, he was willing to die within the tower if he couldn't run out on his own two feet. While it's true Cid managed to grab hold of him at the end, I actually don't think that Unei and Doga defeated the Cloud of Darkness, I feel that Nero overcame the darkness because of his self sacrificing actions that he had the conviction to get out on his own and even when he got out, he didn't act hostile or make threats to fight he acted humane.
In the end I think Nero realizes what he wants, he doesn't really want power, he wants to be recognized for what he's good at, he doesn't want to be anyone's shadow and within the World of Darkness, Nero saw just how much darkness he was filled with. Realizing how much hate he had he realized he didn't want to be that kind of person, that that way of thinking was nearly his downfall and he saved himself.
Least I hope am semi right, it would be interesting to see him turn into an ally, it would be a pity if he ends up becoming a threat because I see a good opportunity to turn him in a character that redeems himself for his past actions and uses his abilities to help those rather than seek power for the sake of instilling fear onto others.

I find that Nero is one of the more developed characters currently in the game. He has been going from a relentless and brutal soldier, to a somewhat likable and understandable character that still has some good inside him. It has the potential to be made into one of those characters that you start wanting to defeat but end of liking a lot (somehow I'm now thinking of Vegeta, hahaha). I would like to have him on our side and help him redeem himself.

It could have been worse. We, the player character, could have suddenly been revealed to be a direct descendant of the Allag and that be why we, the player character, could be the only ones to not only survive the Crystal Tower, but defeat everything inside both it and the World of Darkness.
