yes, but this may or may not be a limit be we don't know what "mastering" is or what it means. Pure speculation. This is how religions get started....

Depends on how they limit it. You can only get to 50+ on one craft? Depends on if there are new recipes above 50, if they're important/good, if that also limits repairs, and etc. If it's just a bonus to crafting items from that craft? No.

SOME GUY read SOMEWHERE that he THINKS that SE is THINKING of MAYBE doing SOMETHING that SOUNDED LIKE a restriction, but there are NO DEFINITE PLANS and NO OFFICIAL SE STATEMENT. Pure speculation.
