On the topic of item restoration, I sent in a ticket and had the request to delete my item after a day, deleted said item and waited another day for my new item to arrive in moogle mail if u didn't remember wrongly.
I had a 2nd encounter, but the gms refused to do anything about it.
Absolutely not. This is a one time replacement, and is for the lifetime of your account. It actually gets marked in your account information that they have, that you have previously used your one-time replacement.

When you buy things, like seriously why you have to rush? It is not like a limited edition or while stock lasts item only, you know? Also there is a prompt text to confirm your purchase again,too bad if you rush through it, then you have to face consequences.

Honestly I think the self imposed consequences speak enough for themselves more than your nagging, they already understand that they've been too hasty, they're probably not going to be as in a rush in the future. You gotta make some mistakes to learn from them, and I'm sure they realize how to handle things in the future already. Looks like someone made a "hasty" decision to not proof read their writing before submitting, can't get a GM to fix that you know.

The mistaken purchase of an item doesn't sound like something the one time item restore would normally cover or would be used for, so I'm a little surprised they allow this.
Nonetheless, given that players can play MMOs on the same account for many years limiting item restore to only once per account is too strict in my opinion. Some other MMOs don't offer item restore at all, but one MMO in particular - which FFXIV has drawn some inspiration from - allows players to request it through an automated process every 30 days. (That MMO operator also keeps deleted characters that have reached level 50 or higher indefinitely so players can always restore them, no matter how long the account is inactive).
In fact, if Square Enix wanted to make some money, they could offer item restores as an account service in the Mog Station...
