Yeah my first guess was also Nidhogg but well, Two eyes.
Two things could be here :
=> botched theory : the "eye of Nidhogg" is a figure of style and it's just a jewel connected to the dragon king (a la LOTR)
=> probable theory : we're witnessing the arrival of the 3rd dragon king, whom we have no words yet besides the fact that he never showed in Eorzea yet iirc (I think he was named somewhere but can't remember. Maybe Tiamat)

You may be right, the bridge does appear to extend out in this bit of the trailer, looks like it might have been retconned a bit (which isn't much of an issue, give that it changed a bit from 1.0 in the first place, lol), it might be worth having a look in 2.5 part one.Looking at the trailer, I still think it is the bridge to Ishgard.
Whatever that dragon is standing on isn't that wide either, he is taking up most of it:
I am more curious about the glowy blue floor pattern in the second picture you posted.
EDIT: In de CG image you posted of the bridge you can also see it widens. You can see a short, narrow part. Then, beyond that you can see smoke rising from the smouldering remains of the bridge. And that smoke clearly starts somewhat left of the narrow part, so the bridge probably widens there.

There was some "whaa" stuff in the trailer. This is not one of them.
It's just beyond the Gates of Judgment. The dragon is landing on the bridge to the city.
Now, the model of the bridge may be getting updated/widened in 2.5.2 or earlier, as right now it's meant to be inaccessible, it's a several-years-old background asset and you aren't supposed to look too closely, but the location is very clear.

I say it's a third Dragon King. Nidhogg is suppose to have a missing eye. Sir.... what ever his name was, that gives you the eye of the dragoon mentions it only having one eye when he saw it like 20 years ago or something. So it's likly a Dragon King or lord or something involving military rank for an invation force.

"My people have heard the song; Ishgard will burn" that makes it sound like he isn't from Dravania but some other place that's taking their side.

There's no reason thus far not to think that their army has nobility, power struggles, and heretic-hunting inquisitions just like the Ishgardians.
It's possible that Nidhogg's reign has passed, or that he yet lives, and we will get to see the powers shift.
Their army seems to big, and their nation too capable of holding a location, for them to not have dissent in the ranks like any other nation at war. I look forward to seeing what kind of allies/neutral parties we may encounter.
