I am not stating this as an official response, but I would hazard that you would only buy the expansion once.
There has been an official response, not perse about Heavensward but about FFXIV in general. The same buying method still applies to heavensward. You need a Game code(key) for each platform you play on.

Btw, just buy 1 collectors edition and then purchase a cheap 5-10 dollar License code for the ps4 instead of buying two games.

this doesn't make practical sense, let me explain why.

I play on PS3, PS4, or one of two PC's.
Let's speculate that I buy the Expansion for my PS3. I will register the expansion on my Mog Station account. Much like the CE's, it will add "expansion: heavensward" or something similar to the list. (I have 1.0 PC CE, 2.0 PS3 CE, and 2(.1? .2?) PS4 CE. When you look at my account, it just shows Collectors Edition once)

    Now, let's complicate things.

I've registered my account and am playing on my lolPS3. I go to Ishgard and I'm fighing in the battle of Bryhildr against a DragonLord and PSN goes down, and I disconnect.

Not a big deal, I shrug it off, and go to my PC and log in.

Yoshi-P already stated that the expansion gives access to the new classes and areas. You can't go there without having the expansion. Where do I end up?

Do I mystically appear at my home point as though I had died and returned? Perhaps my home point?

No, I've purchased the expansion. Just like thos epeople who purchased any CE, get all CE bonuses, I'm fairly certain one copy of the Expansion will unlock all platforms. I want to say it was the same for FFXI, but I can't say for certain.

It was. I bought Chains of Promathia only on console, but I was able to play on PC as well, because the code was attached to my player account, not the device I ran it on.

It also included codes for the vanilla game and rise of Zilart.

I wish they would have simply allowed one code on your account and it worked on all, but it does not. Why they made this choice I do not know.

For FFXIV you buy seperate codes for each platform you play on, thats just how it is. If you buy the PC version, you only get a PC code that only grants you access on the PC client. For the consoles(in example PS4) you require a serial key for that. When you add it to your account on the mog station, it will State the following.

    Standard / Collectors edition : WIN, PS4.

for FF11 you could simply buy 1 on whatever platform, but due to whatever reason they did not go that route with FFXIV.

Expansions are NOT treated the same as a platform license. Please wait for an official response before continuing to spread the opinion that a person should have to buy multiple copies of an expansion to a game they already own the license to.

I made a thread about this before, so it would be good if we could get an official response from someone at SE. In my case both me and my partner play the game. As we alternate between playing on the PC and PS4 having to buy 4 copies of the game (1 PC and 1 PS4 copy each) would suck massively. They should treat it like the additional item codes. You apply the code to your SE Account and then every character on that SE account receives the benefit of it because both licence keys are stored on that account as well.

However, you still needed to obtain the actual files because they didn't over downloads

They actually are sometimes to be honest. You are basically buying a new license for a new product that compliments earlier purchased products. but yes, we shall have to wait till some official words come out.
