This is a silly mention. The effect of increased gathering to prevent 3-star fish to escape is abysmal if it even has an effect at all. That said I have 375 gathering unbuffed which is the cap without food/FC buff and Ironworks Rod, 399 with food, 409 with food&FC (which I never have) and it escaped me SEVENTEEN times before I caught it. Terpsichorean is a 2.3 crab meaning foragers gear didn't exist and just in general I'm even unbuffed way above the gathering requirement for it, it just has a stupid high rate of escape for literally no other reason than to annoy you. Judging by comments on other fish however it's not alone in this regard as Green Jester & The Matriarch seems to have similar issues like this. HOWEVER neither have a dumb weather requirement attached as well meaning I can just go whenever I feel like it without having to wait for a specific weather.
If you mean Mahar/Shonisaurus/Helicoprion I'm well aware of the rare weather requirements (if you remember I posted about catching Mahar in the first few days of 2.4 coming out in the Big Fish 2.4 Speculation thread). But I'm also aware that once that weather requirement hits, it's incredibly unlikely that either Mahar or Shonisaurus escapes you SEVENTEEN TIMES (can't speak for Helicoprion, it just seems he bites rarely is all). Hell most people report catching Shonisaurus in the first window they finally try and fish for it with the necessary stats. Shonisaurus is also not a requirement to catch to get the Ironworks Rod, however if you have a FC that is willing to put up a +perception/gathering buff for you, you may as well go for the legendary fish in replacement for dumb shit like Terpsichorean just to get the 106 big fish achievement in the first place. That in itself is a really horrible design. Why should an achievement be easier to get with the "supposedly" hardest fish to catch over previous patches fishes? Oh wait, it shouldn't. Terpsichorean and any other fish with similar stupid escape rates are just pure bad design and shouldn't exist, simple as that.
