    Our LS (DoE) is always looking for new members and we do run Toto-Rak from time to time. Try sending a /t to Heartless Obsession or me Syn Kazama I'm sure you would be welcome.

    I'm only on after about 5pm PST during the week. Heartless is on all the time though.

    Considering you don't even really need a healer or tank to do a quick successful run of the dungeon, (That's how easy it is even with 4 people at R25) It's pretty easy to make your own party^^ So just go to Uldah and get a few random R25-R30 people :P Not sure on your servers population but still shouldn't be that hard GL
