I played "Blade and Soul" for a week or so and they had a very flexible character creation, a lot can be adjusted, from things like eye width and positioning, to eyebrow angle and distance to the eye, forehead height, jaw width and sharpness etc., to neck length, upper body length and thickness, hip size, leg length, palm size etc.
The problem was that the vast majority of the players had no sense of proportion, and out of ten players, you'd see 1 or 2 that is nicely done, 3 really odd ones that are sort of acceptable after you stare at them long enough, 5 that are simply ugly or severely out of proportion, and 1 that was deliberately made to look like some alien.
I'm actually glad ARR didn't go that route, after I saw the horrors in that game.

Why is Square-Enix so strict about lore on some petty features? Just give them eyebrows. The game won't change.
