What Squeenix really should have done for the books is just make it so you have to complete X FATEs in the area (maybe specific kinds of FATEs if they wanted to gate things by difficulty). Then behold, the low level zones are alive, I guess.

Alternately, let's not force people to do FATEs at all.
Good idea, I figured bronze and silver recognition would be easier for the development team to implement than change it to something different altogether which might end up being the same head-banging wait as the current book FATE requirement. lol

I just do not see the lore reasoning to "wait around for several hours" and even "clear other FATEs in the area" (which is obviously a huge memory issue, then again why are the same FATEs spawning MORE than the one you need!?)

If I can provide an example as to the BETTER FATEs that should be looked at as the way the other book FATEs should be designed: "Schism" in Outer La Noscea - it spawns by talking to an NPC (this would be ideal for those Whitebrim FATEs), and "Breaching South Tidegate" in Western La Noscea - it always spawns after the (successful?) completion of "Gauging South Tidegate" so you have plenty of time to get there
