It's been confirmed that the mixing of the five races is kind of like the mixing of a tiger and a lion. It is possible, and half-breeds do exist, but they don't happen very often. There's a ton of racial friction in Eorzea and a lot of "stick with your own kind" attitudes, and (as you'll see in 3.0), mixed-race individuals are not treated very kindly in many cases.

Now, every time this question has been answered by the lore team, it's been answered reluctantly and concisely. You can tell that they want to stay fifty malms from "Ermahgerd, hao is roegafell babby formed!? WHEN CAN I BE AN ELEQO'TE?" and just leave it as a biology footnote and/or extremely rare NPC exception that has weight to it. Why are there so many inter-racial relationships and so few mixed-race NPCs, you ask? Please (step back fifty malms, and then) assume that it's the same reason there are so few babies in general in Eorzea. ("BE MORE SPECIFIC!") I don't know. Silphium, or something, I guess.
