I don't see how a refund would be necessary considering they can STILL get married, just not on the date they originally intended. Plus that would be a lot more trouble than...
This is so far and away not SE's fault in the slightest that anything they offer is just a sign of good faith. I agree waiving the penalty would be the best idea (although given the timing of the downtime the poor folks are already out a week.) but it's up to the company's discretion.
If nothing else it should be an incentive for Sony to allow games like FFXIV to sign in without PSN, as they're probably getting incessant "WE MISSED OUR WEDDING BECAUSE OF YOOOOU!" emails.





I just think it would be a chance to reset the whole thing should they feel they should reconsider.
Like as an option.
